Little clarity on circle rate notice

In what could be seen as a measure of compliance, the revenue department on 11th  August circulated to all districts lieutenant governor Najeeb Jung's decision to put on hold Delhi government's notification on hike in circle rates for agricultural land.

However, silence over the fate of the hiked rates notified last 11th  August and how the sub-registrars were tackling the tricky situation indicated at the possibility of confusion on the ground level. Delhi government is yet to make its official stand on the LG's directions public. Jung is expected to convey the legal view soon.

There is growing concern that if the matter is not resolved fast, it could spell legal trouble. Since the LG has not quashed the state notification and only asked the revenue department to put it on hold, the stamp duty payment on registration of property documents is a challenging concern. The sub-registrars will have to ensure that all registrations made at the new rates last week and at the old rates in keeping with the LG's orders now will have to be assessed till the situation becomes clear.

Jung had sought the circle rate file after the notification was issued without his prior approval last week. He directed on 10th  August that the state must maintain status quo and not introduce the new rates as the issue was being examined legally.
