Haryana chief minister Manohar Lal Khattar on Saturday ordered that the delayed Northern Peripheral Road (NPR) project also known as the Dwarka Expressway has to be completed by June 2017 - the eight deadline set for the project that was slated to be completed in 2010.

The Haryana Urban development Authority (HUDA) will have to work overtime to resolve legal issues and complete the rehabilitation of NPR evictees on a war footing if it has to stick to the latest deadline.
The proposed 150-metre-wide NPR, connecting Dwarka and NH-8, was envisaged in 2006. Thousands of apartments were sold by real estate developers on both sides of the expressway in the hope of timely completion of the project. However, the project has been caught up in legal wrangles, affecting the realty market in a big way.
A resident of Kherki Daula, Dalip Singh Yadav, whose house has come under the NPR project, alleged that it would be impossible for the HUDA to rehabilitate the evictees within one year. “The authority had to complete the entire process by January 31, but now deadline has been extended,” Yadav said. Most of the evictees in Kherki Daula said that if the government had changed the alignment of the road by even 100 metres, their houses could have been saved.
A few hundred metres from Kherki Daula, there is a large factory on the middle of the proposed road, along with a number of other structures that need to be removed. However, the HUDA had faced a setback recently when the authority had invited bids to award contract to demolish the structures as it did not elicit any response from the contractors.
Apart from this, there are 12 high tension transmission towers in the middle of this road that need to be removed. The authority will also have to speed up the shifting of 12 trees that fall in the plan to ensure that work keeps pace with the deadline.
Work on the railway over-bridge, which has also been slowed, will have to be accelerated. One end of this over-bridge ends ups in a large auto parts factory near Basai. From Basai to New Palam Vihar, the main causeways are ready but the side lanes, lighting, greenery and other works are yet to be completed.
At New Palam Vihar, a large farmhouse, a temple and 484 houses come in the way of the project.
“We will finish the project before the deadline. The Basai over-bridge will be completed this year and instruction has already been issued in this regard,” Huda administrator Hardeep Singh said.
Gurgaon deputy commissioner TL Satyaprakash, who also heads the district task force on infrastructure gaps said that the deadline set by the CM will be adhered to strictly. “Apart from completing the Dwarka Expressway on time, we will work hard to ensure that storm water drainage becomes functional in the city,” he said.
