Dwarka expressway gets National Highway status

With this notification NHAI has also specified the speed limit of 80kmph on Dwarka Expressway, once completed the road will emerge as an alternate route between Delhi-Gurgaon


GURUGRAM: National Highways Authority of India (NHAI) finally issued notification granting national highway status to 28 km long Dwarka Expressway starting from Shiv Murti in Delhi to Kherki Daula in Gurugram. The notification has come after over a year of an announcement made by Union minister Nitin Gadkari to grant NH status to the expressway.

With this notification NHAI has also specified the speed limit of 80kmph on Dwarka Expressway, once completed the road will emerge as an alternate route between Delhi-Gurgaon and it is expected to reduce the traffic load on Delhi-Gurgaon expressway. The move is also expected to expedite the completion of this much-delayed project.

Following the request of Haryana chief minister Manohar Lal Khattar during Global Investor Summit in March 2016 union minister has announced to give NH status to the road. Later in May 2016, MoRTH has given in-principal approval to Dwarka Expressway, now finally NHAI has issued the notification in this regard.

Developers are excited about the development. “We welcome the move as this will allow a positive drift in the momentum for Gurugram's real estate market. NH status will boost infrastructure development of the area and likely to promote investment in new Gurugram,” said the director of Mapsko, Rahul Singla.

Terming it a landmark development, official spokesperson of Emaar India, said, “Expressway has great potential due to its proximity to international airport, NH8, and SPR.”

According to notification 28 km long Dwarka Expressway starts from Shiv Murti in Delhi on NH-8 passes through UER-II (parallel to Terminal-3 of Delhi Airport) up to Barthal Chowk (junction of Sector 25-26 Dwarka) then it will take left turn and go straight up to Kherki Daula in Gurugram and it culminates on NH-8, around one km before Khrki Daula toll plaza at SPR, CPR junction.

The 18.1 km stretch of the road is in Gurugram and rest in Delhi. In Gurugram only, around 1.4 km stretch in New Palam Vihar (around 1 km) and Kherki Daula village (around 400 meter) needs to be constructed. While in Delhi 6.5 km stretch from Shiv Murti to Bharthal Chowk is part of UER-II (no need for construction) and remaining 3.4 km stretch from Bharthal Chowk (junction of Dwarka sector 25-26) to Delhi-Haryana border needs to be constructed.

According to NHAI official for this 3.4 km stretch in Delhi, the authority has started land acquisition for 2.1 km stretch. Rest of the land is under DDA, which will be handed over to NHAI. “NHAI has started land acquisition process in Village Bamnauli and Bijawan. The total of around 24 hectares of land will be acquired to complete the Delhi portion of the expressway,” said the official.

The horizontal alignment of the road is designed for 80 kmph speed in general. The main carriageway is proposed to be of 8-lane with 3-lane service road on either side. At the intersections, flyover has been proposed. In order to avoid the traffic jam in future at crossing and junctions, NHAI will construct the underpass at such spots. “All the major crossroad including existing and proposed master road of sectors are supposed to have 4-lane underpasses for smooth movement of traffic,” said the official.

Dwarka e-way rail bridge to open


GURUGRAM: The much-delayed railway overbridge (RoB) at Basai on the Dwarka expressway is now complete. It is likely to be opened to traffic by month-end.

The RoB, located at the junction of sectors 100 and 37D at Basai village, will fill a crucial connectivity gap on the 18km-long Dwarka expressway. Once open — it is scheduled to be inaugurated by chief minister Manohar Lal Khattar — the bridge will improve connectivity of new sectors coming up in the area.

"Construction of the RoB is complete and it will be inaugurated soon," said Huda administrator Yashpal Yadav, adding they are trying to find a time slot from the chief minister's busy schedule for its inauguration.

Of the 1,200m-long RoB, Indian Railways built the 128m stretch passing over the railway track. The ramps on either side were constructed by Huda, at a cost of around Rs 153 crore. "It was an important infrastructure project," said a Huda official. Huda is going to connect the expressway with roads going to Pataudi, Basai and all nearby sectors within the next few months. "It's expected to improve connectivity to 25 sectors on either side of the road," said he. Most of the residential projects in these sectors are either complete or near completion.

"The Basai RoB is a key milestone towards completion of the 18km-long Dwarka expressway. This will ease connectivity to various residential projects along the e-way, and fill the connectivity gap on the northern peripheral road," said Pankaj Bansal, director of real estate firm M3M Group.

The only stretches of the Dwarka expressway in Haryana that remain incomplete now are at New Palam Vihar and Kherki Daula village. Huda has allotted alternative plots to New Palam Vihar oustees in March-April and will take possession of the land after September as per final terms of the settlement. Work on the Delhi portion of the expressway has also gained pace. On May 15, NHAI issued a notification for acquisition of land required for construction of the road.

Dwarka Expressway, IMT Manesar connection in 2 weeks?

The urban development authority had planned to connect Dwarka expressway with IMT Manesar via master roads of Sector 84, 85, 86, 87 and 88

GURGAON: Huda has started removing structures from Rohtash Ki Dhani, a hamlet coming in the alignment of the road dividing sectors 84 and 88. The road is expected to be completed in two weeks, and will improve connectivity between Dwarka expressway, and IMT Manesar. Work on the road was delayed to due to trouble with rehabilitation of oustees of Rohtash Ki Dhani, who did not vacate the hamlet even after Huda had allotted alternative land to them.

"Work on shifting of people and structures from Rohtash ki Dhani has started, and the road should be connected to Dwarka e-way within two weeks," said Huda administrator Yashpal Yadav, adding the road will connect IMT Manesar with the NPR.

TOI had reported on March 6 about Huda's plan to complete the road even if oustees delay vacating the land. On Sunday, a Huda official said even as the authority was planning to lay a temporary road to ensure traffic movement from the e-way to IMT Manesar, the oustees agreed to vacate the land.

Huda has already allotted alternative plots to the oustees. "A week back, we met inhabitants of Rohtas Ki Dhani to finalise acquisition of the parcel of land to complete the missing link between Dwarka expressway and IMT Manesar. We managed to convince them that they should vacate the land to allow the road to be completed," said the senior Huda official.

The urban development authority had planned to connect Dwarka expressway with IMT Manesar via master roads of Sector 84, 85, 86, 87 and 88. Construction of most of the master roads in these new sectors was completed, barring the half-a-kilometre stretch at Rohtas ki Dhani.

At present, NH-8, also known as Gurgaon-Jaipur expressway, is the only road connecting Delhi with the industrial areas of Manesar. As a result, all the traffic is diverted to this road, leading to constant traffic snarls.

Tunnel to link Dwarka eway with airport

PROPOSAL Tunnel will bypass NH8, cut travelling time for commuters going to airport 

Driving to the Indira Gandhi International Airport through the Delhi ­Gurgaon Expressway may soon be a breeze.The National Highway Authority of India (NHAI) is contemplating a proposal to connect the Dwarka Expressway with the Delhi airport via a tunnel in order to ensure that commuters don’t get stuck in a jam while travelling to IGI.

The tunnel will connect Dwarka with the airport while bypassing National Highway 8, which is often clogged with traffic. The Dwarka Expressway, which starts at Kherki Daula in Gurgaon, will join the Delhi Gurgaon expressway at Mahipalpur opposite the Shiv Murti. While 18.8km of this road is in Gurgaon, the remaining 9.9km falls in Delhi.

Last year, Union road transport minister Nitin Gadkari had accorded the Dwarka Expressway the status of National Highway on the request of Haryana government. As per NHAI sources, the tunnel will start on Urban Estate Road II and connect Dwarka Expressway with the airport and a proposal for this is under consideration of the Airport Authority of India and DIAL (Delhi International Airport Private Limited) , the private company which operates Delhi’s IGI airport. “We are hopeful that this idea takes off as it will take some traffic pressure off the road and provide an alternative route for reaching the airport”, said a senior NHAI official, who was present at a high level meeting of NHAI, DDA, NCR Planning Board and private consultants that was held recently.

The meeting was held to discuss decongestion of Delhi/­NCR region and it was chaired by NHAI
chairman Yudhvir Singh Malik, who is a Haryana cadre IAS officer. The NHAI has also decided that a proposed road from behind the Ambience Mall, which was to connect Manesar and Gurgaon, will now instead join the southern peripheral road (SPR) as there were obstacles in the acquisition of land that could delay the project. The meeting also discussed the plan and presentation to connect the Nelson Mandela road with MG road in Gurgaon, and it was decided that this project would also be expedited it was crucial to create and alternative route for MG road.

Land acquisition for Dwarka Expressway's 1km stretch in Delhi to kick off


Unlike acquisition of land under the Land Acquisition Act, land acquired under the NHAI Act cannot be challenged in court

GURGAON: It will take National Highways Authority of India (NHAI) a month and a half to acquire 24.03 hectares of land in the Bijwasan and Bamnoli areas of the capital to construct the incomplete 1km portion of the Dwarka expressway in Delhi. The authority issued a notification under the NHAI Act to ensure the process is completed without any hassle.

Unlike acquisition of land under the Land Acquisition Act, land acquired under the NHAI Act cannot be challenged in court.

Of the 4km of Dwarka expressway that is incomplete, from Urban Extension Road II (UER-II) passing through Dwarka Sector 26 in Delhi till Sector 111 in Gurgaon, 3km is on Delhi Development Authority (DDA) land, while the remaining 1km, which is private land, has to be acquired by NHAI.

To build this road, NHAI will acquire 24.03 hectares in Bijwasan and Bamnoli.


“We have identified the land and hope to complete acquisition at the earliest,” said NHAI project director Ashok Sharma.

The proposed 150m-wide Dwarka-Palam Vihar link, also known as Northern Peripheral Road or Dwarka expressway, which connects Dwarka in Delhi and NH-8 in Gurgaon, was envisaged 10 years ago and was to be ready before the Commonwealth Games 2010. The 27km-long road — 18km in Gurgaon and 9km in Delhi — has already missed six deadlines.

The detailed project report for the Delhi portion of the expressway is being prepared by NHAI through consultant AECOM.

Dwarka e-way oustees to finally get plots on March 1

GURUGRAM: Huda has decided to give physical possession of alternative plots to the oustees of Dwarka expressway by March 1.

All eligible candidates, barring oustees with general power of attorney (GPA) and special power of attorney (SPA), will be given allotment letters. Oustees have six months to vacate the structures coming in the alignment of expressway.

On Thursday, allotment letters were given to oustees from Kherki Daula. Those from New Palam Vihar were handed over the letters last week. Around 568 oustees of the project from New Palam Vihar and Kherki Daula had applied for alternative plots; out of which, 212 of them were found eligible as per the rehabilitation policy. Huda had given allotment letters to 148 of the 212 eligible oustees. The remaining 64 oustees with GPA and SPA will be rehabilitated after a verdict on the pending case before HC.

Following a petition from one of the oustees, Punjab and Haryana high court had stayed the issue of allotment letters to oustees with GPA and SPA, the next hearing for which is on March 16. "We are ready to give physical possession of the plots by March 1," said Huda administrator Yashpal Yadav.

Oustees from Khedki Daula were given alternative plots in Sector 37C while those from New Palam Vihar were given plots in Sector 110A. On Thursday, the Huda administrator inspected the two sectors to review the status of the development works. "We hope to complete the development work in next four months," said Yadav.

Home buyers and investors move Punjab & Haryana High Court for early completion of Dwarka Expressway




















NEW DELHI: Home buyers and investors in residential and commercial projects across Dwarka Expressway in Gurgaon have moved Punjab & Haryana High Court for early completion of the expressway.

DXP Welfare Association representing home buyers and investors from over 20 projects has filed the civil writ petition on February 16 against Haryana Urban Development Authority (HUDA), National Highways Authority of India (NHAI) and Department of Town & Country Planning (DTCP), Haryana.

The association has demanded the overall status of external development charges (EDC) and infrastructure development charges (IDC) collection from DTCP for the development of basic infrastructure like water, electricity, sewage system, etc, across Dwarka Expressway in the sectors of new Gurgaon such as Sector 37 and Sector 81 to 115.

“The major demand of association from HUDA and NHAI is time-bound completion plan under court monitoring panel for early completion of Dwarka Expressway Road which has been delayed by more than eight years,” Yashesh Yadav, president, DXP Welfare Association.

The court also issued notices in the matter to the Ministry of Road Transport & Highways, HUDA, NHAI and DTCP after hearing the submissions, according to Amish Tandan, the lawyer appearing on behalf of the association.

Dwarka Expressway or Northern Peripheral Road, proposed in 2009, was to be completed by March 31, 2012, but got delayed due to land acquisition issues. The 18-km long expressway has 14 km falling under Gurugram and remaining 4 km under Delhi.

HUDA had allotted 269 plots to expressway oustees through draw of lots between July and August last year, which included around 60 general power of attorney (GPA) and special power of attorney (SPA) holders from a pool of 465 applicants.

However, the Punjab and Haryana High Court in October stayed the issue of allotment letters to oustees, who did not have original title deeds in October, while hearing a petition filed by Satyendra Singh, one of the oustees. The court in November then sought all documents including the GPAs/SPAs on the basis of which allotment was made.

HUDA has now filed early petition in GPA, SPA case. NHAI on its part has started the land acquisition process to construct the incomplete portion of the Dwarka expressway in Delhi.

In March last year, union transport minister Nitin Gadkari had also accorded national highway status to the Dwarka Expressway stretch.

Dwarka Expressway: Huda hands over plot letters to oustees in New Palam Vihar

They will get the possession of plots in a week and have six months to vacate the buildings that come in the alignment of the much-awaited expressway.

GURUGRAM: Taking a key step forward towards removing hurdles in the Northern Peripheral Road (NPR) project, Huda on Monday handed over allotment letters of alternative plots to oustees in New Palam Vihar. They will get the possession of plots in a week and have six months to vacate the buildings that come in the alignment of the much-awaited expressway.

As many as 61 oustees, who had registry documents, were given allotment letters by PWD minister Rao Narbir Singh at John Hall. The case related to the allotment of alternative plots to those with General power of attorney (GPA), special power of attorney (SPA) and vacant plots are pending before the Punjab and Haryana High Court. They will get the allotment letters only after the conclusion of the court case.

“Huda had conducted the draw of lots for oustees with registry documents in July 2016, but they were not given allotment letters owing to court cases. Now, we have given the allotment letter. The possession of plots will be given in Sector 110A in a week’s time,” Huda administrator Yashpal Yadav said.

He also said Huda has started the development work in Sector 110A so that oustees can start constructing their houses. “The construction of houses by oustees and development work can go hand in hand,” Yadav said, adding that development work would be completed in next four months in order to help people shift before the expiry of the six-month period.

Many residents were happy to get the allotment letters after years of wait, while some of them were disappointed and returned the documents as their name did not figure in the list. “I have the registry and I was allotted alternative plot in last draw, but I was not given the allotment letter,” said Sushil Mishra, one of the oustees.

Clarifying this, estate officer-I Vivek Kalia said, “People who had registry at the time when land acquisition process started were given allotment letter today. There are people who had GPA at the time of land acquisition, but subsequently get the registry done. But in our records, such people are GPA holders and allotment of plots to such people is subject to the outcome of court case.”

He added that people who got the registry later — after the land acquisition process — have a valid contention, and Huda may deny them plot. “We will study such cases and resolve them at the earliest,” said Kalia.

Dwarka e-way jumps Delhi land hurdle

GURUGRAM: The National Highways Authority of India (NHAI) has started the land acquisition process to construct the incomplete portion of the Dwarka expressway in Delhi that has held up this link between Gurgaon and the national capital for years.

To ensure acquisition of land does not face any hurdle, it has issued the notification under the NHAI Act, citing national interest. "Acquisition of land under the NHAI Act is relatively easy," said an NHAI official. The acquisition process is likely to be completed in the next few months.

"Notification 3(a) of NHAI Act 1956 for acquisition of land for completing Delhi portion of Dwarka expressway has already been issued. Section 3(A) notification is under verification of Competent Authority Land Acquisition (CALA)," said NHAI in reply to an RTI query filed by Sameer Singh. Singh had asked for the status of land acquisition in the Delhi part of the Dwarka expressway.

The Dwarka expressway was envisaged 10 years ago and was to be ready before the Commonwealth Games 2010. The 27km long road has an 18 km stretch in Gurgaon and 9km in Delhi. It has already missed six deadlines.
A detailed project report (DPR) for the portion of Dwarka expressway to be built in Delhi is being prepared by the NHAI through consultant AECOM. "A concerted effort is being made by the NHAI, Haryana and Delhi governments for expeditious completion of the project," said the official.

Singh said, "A lot of confusion prevails in the minds of most, since Dwarka expressway is expected to cater to the extra traffic. The existing road will not be able to handle that once the new diplomatic enclave (in Dwarka) and Bijwasan railway station come up. To provide connectivity to Dwarka expressway from the Delhi side, around 10 acres of land need to be acquired, that too farmland. The rest is already with DDA."

The NHAI official said the Delhi government has agreed to transfer land for construction of the highway. "We have notified the land acquisition procedure and it is likely that the land will be acquired in the next six months. Apart from the road, the NHAI will also build roadside amenities and border posts for which too the land is needed," he said.

Dwarka Expressway: Highway to Prosperity

This 18km-long expressway, after being declared a national highway, has started gaining a lot of prominence among buyers.

Areas Included: Sectors 37C, 37D, 99, 99A, 101, 102, 103, 104, 105, 106, 107, 108, 109, 110, 110A, 111, 112, 113, 11 14, and 115

Current Status of The Corridor:

The Northern Peripheral Road (NPR), commonly known as Dwarka Expressway, is a 150-metrewide and 18km-long road which will connect Dwarka in Delhi with Kherki Dhaula on the National Highway 8 (NH-8) in Gurgaon.

The project was commissioned in 2007 and while most of the project (14km out of18 km) has been completed, it has not become operational as some key patches of the alignment are stuck in litigation.

The future of the corridor is linked to NPR becoming operational, as it presently lacks acceptable level of connectivity.

We present below the key points which summarize the present scenario with respect to NPR and also highlight the key challenges holding up the completion of the road.

Ministry for road transport, highways and shipping has recently announced the granting of National Highway status to NPR. As and when this actually happens, the land acquisition, construction and management of the road will be undertaken by the National Highways Authority of India (NHAI). This is expected to speed up clearance of pending hurdles. NHAI is now undertaking a Detailed Project Report (DPR) of the expressway. However, the timeline for the final notification and takeover by NHAI are not clear at present.

HUDA is planning to make 13.5km stretch of Dwarka Expressway operational soon. This stretch is free of litigation and most of the work has been completed. It will connect to NH-8 at Kherki Dhaula through an underpass or a flyover. This will provide much required connectivity between sectors and other areas of Gurgaon through NH-8, as well as the existing access roads.

The Haryana Urban Development Authority (HUDA) reached a settlement with residents in New Palam Vihar and Kheri Dhaula whose homes were to be acquired for implementation of the NPR. The litigation had been holding up road construction activity in Sector 110, towards Delhi and Kherki Dhaula, near NH-8. As part of the settlement plan, HUDA is to allot alternative plots to around 700 families in Sectors 37C and 110A. However, this process has not yet been completed due to difference of opinion between litigants and HUDA on various aspects of the land allotment plan. Consequently, construction activity on the incomplete stretches has not yet started.

The final 1.3km stretch of Dwarka Expressway which connects it to Delhi actually falls in Delhi and development here is the responsibility of the Delhi Development Authority (DDA). However, DDA has not yet acquired land for implementing this stretch of the road. No clear timelines are available on when this will be completed. Therefore, even if HUDA completes its part of the Dwarka Expressway, connectivity to Delhi might still not be available.

The Railway:

The railway over-bridge (ROB) on the Delhi-Rewari Line is yet to be completed. As the ROB ends towards Sector 99, a factory exists in the alignment of NPR. This factory is yet to be removed for work to be completed.

There are other flyovers planned at some critical junctions along the expressway, but their development timelines are not clear.

Present Residential Development:

Projects in the corridor are in various stages of construction with some having received part Occupation Certificate (OC). However, most of the projects are some time away from completion.HUDA is in the process of laying infrastructure in the corridor. This includes water distribution network, sewerage pipes, electricity and construction of various sector roads and completion of the Dwarka Expressway.

The real estate activity is at a low tide and new project launches have declined sharply as compared to the previous years. There is existing unsold inventory in the market along with options available in the resale segment.

The corridor offers options in apartments, high-end villas, and residential plots. The capital value is higher in sectors close to Delhi. Price in the re-sale market ranges from `4,000-9,000 per sq ft. The average price level in the re-sale market is `5,043 per sq ft.

Compared to the residential markets of Gurgaon, which are to the east of NH-8, the average price level is 30-40% lower.

Properties available in the corridor:

The corridor offers a wide variety of price ranges, although most of the apartments in the region are in the mid-segment. More than 50% of the supply is priced between `40 lakh and `1 crore. This supply is concentrated in the middle of the expressway. The supply costlier than `1 crore is mostly in sectors touching Delhi, and forms a significant 36% of the supply.

A small portion of the supply, amounting to 10% of the total, is priced at less than `40 lakh, and is mostly in sectors at the far end of the corridor, in sectors like 99A, etc. The corridor is relatively new compared to the rest of Gurgaon market, and almost 80% of the supply here is still under construction. This is also partly because of the construction delays faced by the projects here over the last 2-3 years. Overall, the market is tilting heavily towards 3BHKs, which form more than 50% of the total supply, followed by 2BHKs, forming another 30%--4BHKs and above form another one eighth of the corridor's supply, leaving just 5% for 1BHKs. The corridor provides a moderate range of choices for each bedroom configuration, with prices varying along the length of the corridor, dropping down as one moves west on it, and away from Dwarka's Sector 21. While the range of flat sizes is large, the majority of configurations of 1-, 2-, 3-, and 4BHKs are around 610, 1,150, 1,870, and 2,800 sq ft respectively.

Best Sectors to Invest in a Home

Based on rental demand in sectors:


The top sectors by demand are dispersed across the corridor, with Sector 37C, which commands nearly half of the demand for the corridor, being located on the farther end of the corridor from Delhi. The sector is closest to NH-8, among all the sectors on the corridor, and around 3km from Hero Honda Chowk. Sectors 112, 110A, 110, and 109 lie very close to Dwarka's Sector 21, and benefit from proximity to Delhi, and Udyog Vihar. Sectors 103 and 108 are located in the middle of the corridor, and figure on the list bases the supply of residential apartments in these sectors. The yields vary, ranging between a low of 2.2% and a high of 3.8%.

Based on home-buying demand in sectors:

The home-buying tendency follows closely with the renting tendency on the corridor as all the localities which have high rental demand will give better returns to owners and hence more people will be looking to buy in these localities. Consequently, six out of the Top Ten localities, by consumer searches for buying a house, are in the Top Ten localities by consumer searches for renting a house. Property prices available in the corridor are reasonable and provide potential return on investment.

Best Bedroom Configurations to Buy

Preferred buying and renting options:


As most of the recent demand is driven by end use rather than investment, buyers are looking for bigger apartment types in the market suitable for living.

As a result, the dominant BHK type for both, buying and renting-in is the 3BHKs, followed by 2BHKs. Here, 53% demand distribution is for buying 3BHK units and demand distribution for renting-in is 57% in the corridor.

Noteworthy is the fact that the demand for 4BHKs and above is more than the demand for 1BHKs, a phenomenon rarely seen in the other geographies of the country, and reinforces the preference of bigger apartment sizes by buyers in this market here.

Price Changes and Future Prospects

The average price of the Dwarka Expressway corridor has been falling for the last one year, mirroring the weakness in the overall Gurgaon market. The corridor has been witnessing fewer launches, and the sale transaction activity has been slow. Although the sales numbers were expected to pick up after resolution of the dispute for the land under Dwarka Expressway, this did not happen, and the prices have fallen by 5% over the last six months and by 7% over the last one year. However, we believe that prices have hit rock bottom, and will not fall drastically going forward.

Overview - NCR Grows Far and Wide

A growing market with immense real estate development, Southern Peripheral Road, Dwarka Expressway, New Gurgaon, Sohna Master Plan, and Greater Noida West can be labelled as the NCR growth corridors.

Gurgaon Corridors

The sectors on Southern Peripheral Road are a mix of residential, commercial, public and semi-public, and industrial zones. Some infrastructural projects are already underway and one can see water lines, sewerage, storm water drains, electricity lines being laid, along with sector roads.

The dominant budget group in the corridor is `80 lakh-`1.2 crore constituting 47% of the housing supply. In addition, `60-80 lakh budget bracket has 13% share of the housing supply and the `20-60 lakh segment account for less than 10% of the housing supply. New Gurgaon offers a relatively less expensive residential option to consumers, along with integrated development of commercial and retail segments, making it a buyers' market. There is an over-supply of residential units in this stretch and transactions have been very slow.

The dominant budget segments are the `60-80 lakh and `80 lakh-`1 crore brackets with 33% and 30% share, respectively. The higher budget segment of `1-1.4 crore contributes to 18% of the supply.

Sohna Master Plan offers residential options for those who intend to work in Gurgaon but cannot afford to purchase a house due to the high, overall capital value in the city. Sohna Master Plan area presently offers properties across `20 lakh to `2.5 crore price brackets.However, majority of the supply is concentrated in the `4060 lakh budget segment with 45% share.

The second highest share is that of the `60-80 lakh bracket, with about 25% of the supply.

A healthy percentage of properties are also available in the `20-40 lakh bracket. Dwarka Expressway has residential projects and infrastructure (roads, water, sewerage, electricity) along the stretch is in various stages of development. Purchasing a residential option here is advisable for those who are looking for relatively less expensive options, with proximity to both Gurgaon and Delhi. The real estate activity is at a low tide and new project launches have declined sharply, compared to the previous years in the corridor.

There is an existing unsold inventory in the market along with options available in the resale segment.

More than 50% of the residential supply is priced between `40 lakh and `1 crore. A small portion of the supply (10%), is priced at less than `40 lakh, and is mostly in the sectors at the far end of the corridor.

Dwarka Expressway

Dwarka Expressway offers a relatively less expensive residential option to consumers, along with integrated development of commercial and retail segments. The corridor has potential to evolve into a stand-alone hub, independent of main Gurgaon. It will take at least another two years to be a fully-developed region. However, the silver lining is the announcement of NH status to the highway. Once the expressway comes under NHAI, it will help address many bureaucratic hurdles. Purchasing a relatively less expensive housing option makes sense as it is close to both Gurgaon and Delhi. A 2-3 year waiting window is necessary before the corridor gets proper physical and social infrastructure.

New Gurgaon

New Gurgaon offers a less expensive residential option to consumers along with integrated development of commercial and retail segments. It does not rely on Dwarka Expressway becoming operational for beginning habitation in the projects. Accessibility is an issue, with additional cost to be incurred by way of toll plaza at Kherki Dhaula. It will take 3-4 years to evolve into a mature residential hub. However, there are discussions to remove the toll plaza or remove the need to pay toll by residents in the area. Due to an oversupply in the market, and low transactions, buyers can negotiate good discounts from the sellers.

Southern Peripheral Road

The Southern Peripheral Road Corridor offers residential options to those looking to stay close to the established areas of Gurgaon like Sohna Road. It offers price advantage as the average price in the corridor is 20-25% less than that in Sohna Road or Golf Course Extension Road. While the corridor presently has teething infrastructure issues, these are much smaller in comparison to other major corridors like Dwarka Expressway. Given the much smaller extent of land-related issues, the timelines required for their resolution and completion of outstanding infrastructure is likely to be much smaller.
 
South Gurgaon
 
South Gurgaon offers residential options for those who intend to work in Gurgaon but cannot afford to purchase a house due to high overall capital value in the city. While the distance between Gurgaon and the corridor may seem large today, it is large only in a relative sense. Once the southern sectors of Gurgaon are developed and the corridor sees some development, this perception will most likely fade away. The land use plan under the Development Plan-2031 is spread across approximately 14,000 acre.The corridor is divided into 36 sectors of which 18 are dedicated for residential development.As per the latest update from the Department of Town and Country Planning of the Haryana government, a total of 38 development licenses have been given to various developers.These licenses cover development permission for 804 acres of land, covering mainly the residential (98.5%) segment. The balance area is for commercial development.

Noida Corridors

The well-planned Noida - Greater Noida Expressway Corridor provides land bank for development of offices, malls, schools, hospitals, and parks.The corridor provides a host of infrastructure facilities, including Delhi Metro and the Noida - Greater Noida Expressway.

More than 50% of the residential supply is priced between `40-80 lakh. Over one fourth of the supply is priced at `1 crore and above and is located near the beginning of the corridor, closer to Delhi. Most housing developments in Greater Noida West consists of multi-storey types with hardly any plotted or bungalow developments.

It does not have a self-sustained environment and severely lacks in basic social infrastructure. The region has been able to sell houses till now only on the basis of cheaper prices and a promise of the future. More than half of the properties in the corridor are priced under `20 lakh, therefore affordable. If nodes of Gurgaon and Dwarka Expressway seems a little steep on budget, consider Noida for investment. When combined, these hot spots offer a variety of properties suitable for all pockets.

Noida - Greater Noida Expressway

The well-planned Noida-Greater Noida Expressway Corridor provides land banks aplenty for the development of offices, malls, schools, hospitals, and parks. The corridor provides a host of infrastructure facilities, including Delhi Metro and the Noida - Greater Noida Expressway. More than 50% of the housing supply is priced between `40 and `80 lakh. Greater Noida West

Most residential developments are multi-storey apartments. Plotted or bungalow developments are scarce. The corridor has been able to sell houses till now only on the basis of cheaper prices and the promise of future development. The corridor is yet to see development of malls and markets. More than half of the properties in the corridor belong to the affordable category and are priced under `20 lakh. The next dominant budget segment is between `20-40 lakh, accounting for one third of the corridor's residential supply. Properties costing more than `60 lakh account for just 14% of the total listings.

Dwarka E-way oustees to get allotment letters of alternative plots in 15 days

Public Works Department (PWD) minister of Haryana Rao Narbir Singh on Monday promised to give allotment letters of alternative plots to all the oustees of Northern Peripheral Road (NPR) also known as Dwarka Expressway in next 15 days.

If implemented, then work on remaining portion of much delayed Dwarka e-way can start in next few months and project can be completed within the deadline of June 2017. Dwarka e-way was mainly stuck due to delay in shifting of oustees from New Palam Vihar and Kherki Daula.

“Allotment letters for alternative plots to oustees will be issued in next 15 days,” said Narbir after meeting a group of oustees at his residence. Oustees had met minister to complaint about delay in issue of allotment letters of alternative plots by Huda even after more than a month of draw. Huda had conducted three draws in July and August to allot alternative plots to oustees of New Palam Vihar and Kkerki Daula, but allotment letters have not been issued yet.

Around 465 oustees from New Palam Vihar and Kherki Daula had applied for alternative plots out of which 90 (who had registry of property) were allotted alternative plots on July 31 and 75 oustees, who don’t had registry but have constructed houses, were allotted alternative plots on August 24. Another set of 79 oustees were allotted alternative plots on August 29, while remaining around 220 oustees with open plots were left out of the draw as Huda rejected their claims for alternative plots.

As per the final terms of settlement reached between Huda and oustees, people whose houses are coming in the alignment of Dwarka e-way will get six months from the time of receiving allotment letters of alternative plots to shift their houses. So if allotment letters were issued in October then Huda can demolish the houses in March to clear the land for construction of remaining portion of e-way.

Oustees also complaint about alleged irregularities in draw of lot to allot alternative plots. “There are few oustees who have not got alternative plots in the draw, while in some case size of alternative plots is not in accordance with the terms and conditions of final terms of settlement,” said Brijesh Mathur.

After listening to the grievance of people, minister assured that all the oustees will get their dues. Minister also directed Huda to conduct fresh survey of houses coming in the alignment of Dwarka e-way to compensate the oustees. “Development is important but it cannot be done by denying rightful dues of the people affected by the development projects,” said minister.

Alternate 4-lane road from Bajghera to Bijwasan to connect NPR with Delhi

Even as land acquisition process for Delhi portion of Dwarka expressway has just started, Haryana government, which has almost completed the Gurgaon portion of e-way, is keen on making this road operational at the earliest to provide an alternate connectivity with Delhi to reduce traffic load on NH-8.

In a hurry to develop alternate connectivity between Delhi and Gurgaon, crucial for solving the traffic and congestion issue of Gurgaon, Haryana government wants to connect e-way with Delhi with 4.5 km long four-lane road from Bajghera in Gurgaon to Bijwasan in Delhi, without waiting for NHAI to complete the Delhi portion of Northern Peripheral Road (NPR) also known as Dwarka expressway.

"Despite all the legal hurdles and other issues, Huda has managed to complement large part of NPR in Gurgaon and issues related to remaining portion, resettlement of oustees, has been resolved now," said chief minister Manohar Lal Khattar in Gurgaon on Sunday adding that completion of Delhi portion of NPR may take some time.

"We want four-lane road from Bajghera, where NPR ends in Gurgaon, to Bijwasan in Delhi. This alternate road will ensure alternate connectivity of NR with Delhi and it will help in making e-way operational," said Khattar adding multiple-connectivity between Gurgaon and Delhi is needed, at present there is only one connectivity NH-8, which causes congestion on expressway and traffic problem in large parts of Gurgaon. He said work on construction of Gurgaon-SPR (GSPR) which will help in movement of traffic from Faridabad and Delhi to Manesar and Jaipur will also act as another connectivity between Delhi-Gurgaon and reduce traffic on NH-8.

Union minister for road transport and highways Nitin Gadkari said land acquisition for Delhi portion of Dwarka Expressway has started. "NHAI will start work on the road by end of the year," said Gadkari. He added that GSPR has been declared national highway and work will start soon after completing the land acquisition.

The 27 km long NPR has around 18 km long stretch in Gurgaon while remaining 9 km stretch is in Delhi side. The work on the Gurgaon side of e-way is almost complete and remaining portion of the road is likely to be completed by March 2017. On the other hand process of land acquisition for Delhi portion has just started.

Huda administrator Yashpal Yadav said they have inspected the area and identified route for alternate connectivity of NPR with Delhi. "Bajghera near New Palam Vihar, where NPR in Gurgaon ends, to Bijwasan is around 4.5 km road," said Yadav.

In March this year, union transport minister Nitin Gadkari accorded national highway status to the stretch following Huda handed over e-way to NHAI.

Large number of people who had invested in several real estate project developed along NPR is likely to be benefited by making e-way operational. This will is also reduce traffic on NH-8 as people coming from Delhi can directly go to Manesar and Jaipur without using NH-8.

Dwarka-Iffco Chowk Metro line gets Haryana govt nod

After a delay of four years, the Haryana government approved the extension of the Delhi Metro from Sector 21, Dwarka to Iffco Chowk in Gurgaon on Monday.

Prior to this decision, three project reports on the Dwarka-Iffco Chowk link were junked by successive governments as there was no clarity on alignment of the route. The high cost of constructing the Metro line proved an impediment for the project.

On Monday, however, a review meeting of the Haryana Mass Rapid Transport Corporation chaired by chief minister Manohar Lal Khattar cleared the proposal to build the 12.6-km Metro route which will connect Dwarka to Gurgaon.

The proposed alignment will start from Dwarka Sector 21, pass through Sector 111 in Gurgaon, move across the Dwarka Expressway, and pass through Palam Vihar, Sector 23, 22, Sector 18 Udyog Vihar and finally reach Iffco Chowk.

The cost of the project and the time frame for its completion weren’t, however, clarified.

“The chief minister has accorded approval for the extension of Delhi Metro from Sector 21 in Dwarka to IFFCO Chowk in Gurgaon. The Haryana government has also authorized the Haryana Mass Rapid Transport Corporation (HMRTC) to review the agreements made in the past with Delhi Metro Rail Corporation,” said a statement issued by the state government.

Sources said that two alignments were considered by the government one which passed through Kapashera and reached Udyog Vihar and was around 14-km long. The second, which has been approved, is 12.6km long and passes through Bijwasan and reaches Iffco Chowk via heavily populated areas of Old Gurgaon.

Gurgaon MLA Umesh Agarwal, who has been pushing for greater Metro connectivity said the Dwarka-Gurgaon link will help commuters and reduce congestion on the Delhi-Gurgaon Expressway. “This project will greatly help the people of Delhi and Gurgaon,” he said.

Meanwhile, the Haryana government hinted it might build the 3.4 kilometer stretch in Delhi itself, and prefer to amend the revenue sharing agreement with Delhi government.

The government, taking note of poor connectivity, said HMRTC could work on plans to improve the network.

“The Haryana Mass Rapid Transport Corporation could explore possibilities for increasing connectivity in Gurgaon,” said the official statement.

Earlier in March this year, the Haryana Mass Rapid Transport Corporation (HMRTC) had asked the Delhi Metro Rail Corporation (DMRC) to draft a fresh feasibility report for the Gurgaon-Dwarka Metro link.

Extra realty space on Metro routes gets nod

The district planning committee on Monday approved a long-pending transit oriented development (TOD) policy. With this, the administrators hope to resolve one of Gurgaon's biggest problems - traffic snarls - by increasing floor area ratio (FAR) along transit corridors. The move is also likely to boost the sluggish real estate market and raise much-needed funds for the development of Gurgaon's mass transit system (MTS).

The policy was originally announced in 2014. It was approved by the district planning committee by incorporating all feedback and suggestions from various stakeholders.

Once norms are finalized, the TOD policy will be applicable to projects along important roads like Golf Course Road, MG Road, Southern Peripheral Road and Dwarka expressway. Metro rail routes already exist along some of these. The policy revolves around developing MTS like Metro and high density urbanisation, along these corridors.

Deputy Commissioner T L Satyaprakash said the TOD policy will help resolve Gurgaon's traffic problems, while increasing use of MTS. "It will also help raise funds, which will be used to develop the MTS," said Satyaprakash.

"TOD  zones will extend till 800m on either side of the earmarked transit network. Up to 500m will be kept inside the 'intense TOD zone', with the area between 500-800m to be called 'transition TOD zone'," said district town planner Mohan Singh. He said norms will be applicable on all new licenses to be issued. Even older, completed projects can avail benefit of increased FAR, so long as they conform to norms.

Assistant town planner R S Batth said, "As per policy, area under 'intense TOD zone' is extended up to 500m from the transit network, and will get a FAR of 3.5, while areas under 'transition TOD zone' (between 500-800m) will get a FAR of 2.5." Both areas had a FAR of 1.75 earlier.

DTCP planning officer Jaibir Sharma said increased FAR will allow for the creation of more housing units and office space. "It is likely to make housing and office space more affordable," said Sharma, adding that developers have a windfall to reap by creating more built-up space and soaking up incremental benefits.

He said the main objective of the policy is to minimize travel time for citizens and ensure they can live close to their workplace. "Our plan is to encourage mixed land use to ensure people can walk to work," said Sharma.

Projects to benefit most from the NH status will be the ones along Khirki Duala to Palam Vihar areas that include sectors 88, 89, 90, 102, 104 etc. Many developers are likely to time their completion and delivery with the completion of the expressway. They are the ones who are likely to witness an upward movement in prices (about seven-eight per cent). What this means is that if the expressway gets completed by next year, around 10,000 units will be up for delivery along the stretch.

Gurgaon pod taxi project put on fast track

In a major boost to the proposed 850-crore Pod Taxi project, the National Highways Authority of India (NHAI) will soon sign an agreement with the Municipal Corporation of Gurgaon to build a 12.30-km track from the Delhi border to the interiors of Gurgaon.

The Pod Taxi project, also called the personal rapid transport system, will have a 12.30-km track from the Delhi-Haryana border to Subash Chowk via Rajiv Chowk on Sohna Road.

The proposed pod taxi network in Gurgaon is expected to have 14 stations.
The project will be executed on the ‘design, build, finance, operate and transfer’ basis.

The decision on the agreement was taken on Wednesday during a meeting between Union road transport and highways minister Nitin Gadkari and Haryana chief minister Manohar Lal Khattar in New Delhi. A memorandum of understanding will be signed between NHAI and MCG to implement the project in Gurgaon.

The pilot project in Gurgaon is aimed to carry 30,000 passengers in a day and is likely to transform the transport in the city.

The taxi system is proposed to have 14 stations - Udyog Vihar, Cyber City, Shyam City, Atlas Chowk, Sector 25, Iffco Chowk, Signature Tower Chowk , Sector 31, Jharsa Road, Rajiv Chowk, Tau Devi Lal Stadium, Sector 38, Subash Chowk, and Sector 47.

Apart from the pod taxi project, the two leaders also decided that encroachments on the Dwarka Expressway will be removed soon for completion of the road project.

The expressway has been assigned the national highway status. It was also decided that the construction of a link bypass to connect NH- 8 with MG Road of Gurgaon and bridges at Hero Honda Chowk and other places will be taken up on priority.

Gadkari assured his ministry’s full support in speedy implementation of all projects in Haryana. He also said the progress of all schemes will be reviewed every three months.

NH status to fast-track Dwarka Expressway progress

Prospects of over 100 real estate projects located along the highway are likely to improve once work on e-way gets going in Gurgaon and Delhi.

The National Highways Authority of India (NHAI) is hopeful of a formal notification to start work on Dwarka Expressway soon. National highway status for Gurgaon’s lifeline will bring cheer to home-buyers grappling with delayed possession or lack of basic services in projects they have moved into. Land acquisition-related litigation has halted work on the expressway for almost six years and at least seven deadlines have been missed.

In March this year, union transport minister Nitin Gadkari accorded national highway status to the stretch but NHAI is yet to receive a formal notification to that effect (Read full interview). Once that happens, work is expected to begin in earnest on the 27-km road link both on the Gurgaon and on the Delhi side. Haryana chief minister Manohar Lal Khattar has fixed June 2017 as the final deadline for completion of the expressway.

NH status for the project will ensure timely completion of the road as it will come under the NHAI control. The authority will appoint a highway administrator. Acquisition of land will also become quicker in Delhi and Gurgaon once Section 3 (d) of the National Highways Act is notified. Disputes pertaining to compensation are also expected to get resolved quickly.

Once stretches of the expressway are developed, especially sections where work was held up because of land acquisition issues, real estate activity is likely to pick up in the area. Right now prices of housing projects in the area are in the sub ` 6,000 per sq ft range, say real estate experts.

Projects that will benefit from the NH status are the ones near the Khirki Duala to Palam Vihar areas that comprise sectors 88, 89, 90, 102, 105 etc. Most of the developers in this area too are likely to time completion of their projects with the completion of the expressway. Projects close to the Delhi border may take some time as connectivity along the Delhi side does not exist on the ground due to litigation issues.
