Investments in Gurgaon double to over $1 billion

Investors across real estate segments - residential, commercial and land – are rushing into Gurgaon which saw large sales across financing and land acquisitions in excess of $1 billion, double that of 2015.

Last year, Gurgaon market attracted around $500 million in investments as investor were in a wait-and- watch mode towards outlook and an expected recovery.

While land accounted for 42.55 of the total investment pie, followed by refinancing of residential assets at 42.1% and core assets (rented office property) at 15.3% respectively, estimates CBRE South Asia.

“Owing to its cosmopolitan status and conducive environment, Gurgaon continues to evince active interest from real estate funds, local and international developers as well as corporates. It has always been the investment gateway to NCR due to its critical mass in real estate development and existing social infrastructure,” said Gaurav Kumar, managing director of capital markets at CBRE South Asia.

Gurgaon commands a lion’s share of office leasing in the NCR region driving significant institutional interest as well as investment commitments to capture the growth wave of increasing lease rents and high sale prices.

Some of the large transaction in Gurgaon includes M3M acquiring 180 acres of land from Sahara Group for $180 mn for a residential project. Tata Realty and Infrastructure acquired a 25-acre IT SEZ zoned land parcel from M3M abutting Sector 58 near Golf Course Extension for $60mn. Additionally RMZ/QIA purchased a 730,000 sq ft IT Park from BPTP located along the Delhi-Gurgaon expressway in Udyog Vihar for $180mn.

“Gurgaon is the potential market for office spaces in north India and assumes a prominent position in RMZ acquisition strategy. We have already acquired a marquee asset from BPTP which we have christened RMZ Infinity, Gurgaon. We are exploring both greenfield and brownfield developments as a way of expanding our presence in north India, which we hope to take up to at least 5 mn sq ft over the next three years in this Gurgaon micro market of NCR.,” said Arshdeep Sethi, MD -Development of RMZ Corp.

“We foresee constraints on new office supply side in the future, opening up tremendous opportunities to capture significant market share. Even valuations in the recent couple of years, especially in residential, have been depressed. This, combined with the limited number of office players in the market, provides growth opportunities in terms of returns and market share,” he said.

Prominent funds like Piramal Fund Advisors, Xander, JP Morgan, Altico Cpaital, GIC and Blackstone have either invested or are evaluating opportunities in Gurgaon. “We will look at last mile financing for projects in advanced stages of construction and sales. We will also evaluate and fund projects wherein credible corporate houses such as Godrej have tied up, under joint development arrangements, with existing land owners and developers to market and construct projects under their corporate brands,” said Sanjay Grewal, CEO for Altico Capital.

The fund recently invested Rs 50 Cr transaction with Noida based Lotus Greens group for a residential project. It had earlier invested Rs 450 crore for a Sports City project with the builder.

The city also has couple of million dollars transactions in the pipeline with DLF’s rental portfolio of office assets alone estimated to attract over $1-1.3 billion for a 40% stake sale. Ascendas-Singbridge, a leading sustainable urban and business space solutions provider, has also recently announced an investment of $ 400 mn to develop an IT office SEZ in Gurgaon.

“Gurgaon is the focal point of economic growth in NCR and the second largest office market in India with significant investments made by large multinational corporations. With over two decades of experience in India, we will bring our best practices to ITPG and provide best-in-class business space and asset management services in Gurgaon,” said Sanjay Dutt, CEO, India Operations, Ascendas-Singbridge.

Renewed interest from institutional investors has also prompted builders such as Vatika, Tata Realty, Hines and M3M to join hands with strong institutional investors to actively acquire strategic land positions within emerging areas of Gurgaon; a clear indicator of long term dividends from such investments.

“The past few years have been challenging for residential markets with stagnant off-take levels. In such a scenario, renewed interest by institutional investors is explained by several factors including current pricing for housing being at replacement cost levels, thereby providing limited downside risks for investments. Interest rates are at their lowest in the past five years,” said CBRE’s Kumar.

Multiple Chinese developers are evaluating Gurgaon as their first market for investment. Wanda, a prominent Chinese developer acquired 500 acres from the Haryana government for a green field industrial township.

In addition to the healthy investment activity over 12-18 months, the pipeline of future investments is even stronger. Institutional investors are bullish on the long term outlook with commercial office markets in overdrive and emerging areas of Gurgaon offering excellent residential development opportunities.

Alternate 4-lane road from Bajghera to Bijwasan to connect NPR with Delhi

Even as land acquisition process for Delhi portion of Dwarka expressway has just started, Haryana government, which has almost completed the Gurgaon portion of e-way, is keen on making this road operational at the earliest to provide an alternate connectivity with Delhi to reduce traffic load on NH-8.

In a hurry to develop alternate connectivity between Delhi and Gurgaon, crucial for solving the traffic and congestion issue of Gurgaon, Haryana government wants to connect e-way with Delhi with 4.5 km long four-lane road from Bajghera in Gurgaon to Bijwasan in Delhi, without waiting for NHAI to complete the Delhi portion of Northern Peripheral Road (NPR) also known as Dwarka expressway.

"Despite all the legal hurdles and other issues, Huda has managed to complement large part of NPR in Gurgaon and issues related to remaining portion, resettlement of oustees, has been resolved now," said chief minister Manohar Lal Khattar in Gurgaon on Sunday adding that completion of Delhi portion of NPR may take some time.

"We want four-lane road from Bajghera, where NPR ends in Gurgaon, to Bijwasan in Delhi. This alternate road will ensure alternate connectivity of NR with Delhi and it will help in making e-way operational," said Khattar adding multiple-connectivity between Gurgaon and Delhi is needed, at present there is only one connectivity NH-8, which causes congestion on expressway and traffic problem in large parts of Gurgaon. He said work on construction of Gurgaon-SPR (GSPR) which will help in movement of traffic from Faridabad and Delhi to Manesar and Jaipur will also act as another connectivity between Delhi-Gurgaon and reduce traffic on NH-8.

Union minister for road transport and highways Nitin Gadkari said land acquisition for Delhi portion of Dwarka Expressway has started. "NHAI will start work on the road by end of the year," said Gadkari. He added that GSPR has been declared national highway and work will start soon after completing the land acquisition.

The 27 km long NPR has around 18 km long stretch in Gurgaon while remaining 9 km stretch is in Delhi side. The work on the Gurgaon side of e-way is almost complete and remaining portion of the road is likely to be completed by March 2017. On the other hand process of land acquisition for Delhi portion has just started.

Huda administrator Yashpal Yadav said they have inspected the area and identified route for alternate connectivity of NPR with Delhi. "Bajghera near New Palam Vihar, where NPR in Gurgaon ends, to Bijwasan is around 4.5 km road," said Yadav.

In March this year, union transport minister Nitin Gadkari accorded national highway status to the stretch following Huda handed over e-way to NHAI.

Large number of people who had invested in several real estate project developed along NPR is likely to be benefited by making e-way operational. This will is also reduce traffic on NH-8 as people coming from Delhi can directly go to Manesar and Jaipur without using NH-8.

Dwarka-Iffco Chowk Metro line gets Haryana govt nod

After a delay of four years, the Haryana government approved the extension of the Delhi Metro from Sector 21, Dwarka to Iffco Chowk in Gurgaon on Monday.

Prior to this decision, three project reports on the Dwarka-Iffco Chowk link were junked by successive governments as there was no clarity on alignment of the route. The high cost of constructing the Metro line proved an impediment for the project.

On Monday, however, a review meeting of the Haryana Mass Rapid Transport Corporation chaired by chief minister Manohar Lal Khattar cleared the proposal to build the 12.6-km Metro route which will connect Dwarka to Gurgaon.

The proposed alignment will start from Dwarka Sector 21, pass through Sector 111 in Gurgaon, move across the Dwarka Expressway, and pass through Palam Vihar, Sector 23, 22, Sector 18 Udyog Vihar and finally reach Iffco Chowk.

The cost of the project and the time frame for its completion weren’t, however, clarified.

“The chief minister has accorded approval for the extension of Delhi Metro from Sector 21 in Dwarka to IFFCO Chowk in Gurgaon. The Haryana government has also authorized the Haryana Mass Rapid Transport Corporation (HMRTC) to review the agreements made in the past with Delhi Metro Rail Corporation,” said a statement issued by the state government.

Sources said that two alignments were considered by the government one which passed through Kapashera and reached Udyog Vihar and was around 14-km long. The second, which has been approved, is 12.6km long and passes through Bijwasan and reaches Iffco Chowk via heavily populated areas of Old Gurgaon.

Gurgaon MLA Umesh Agarwal, who has been pushing for greater Metro connectivity said the Dwarka-Gurgaon link will help commuters and reduce congestion on the Delhi-Gurgaon Expressway. “This project will greatly help the people of Delhi and Gurgaon,” he said.

Meanwhile, the Haryana government hinted it might build the 3.4 kilometer stretch in Delhi itself, and prefer to amend the revenue sharing agreement with Delhi government.

The government, taking note of poor connectivity, said HMRTC could work on plans to improve the network.

“The Haryana Mass Rapid Transport Corporation could explore possibilities for increasing connectivity in Gurgaon,” said the official statement.

Earlier in March this year, the Haryana Mass Rapid Transport Corporation (HMRTC) had asked the Delhi Metro Rail Corporation (DMRC) to draft a fresh feasibility report for the Gurgaon-Dwarka Metro link.

Why Dwarka Expressway? The 18 km Dwarka Expressway in 2006 was planned to decongest Gurgaon by providing an alternative to NH8. The 14 km stretch on Gurgaon side is complete but work on the remaining four kilometers is unfinished. Some land on the Delhi side is yet to be acquired.

Decision to accord NH Status: Acquisition of land will become quicker, specially on the Delhi side, once Section 3(d) of the National Highways Act is notified. Section 3 (a) calls for appointment of competent authority for land acquisition on behalf of the government of India.

Other Sections: Section 3(g) ensures that compensation is paid to families. This will be fixed as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Second Amendment) Bill, 2015.

Residential Stock: There are as many as 40,000 units expected to come up in this area spread across 70 projects. Construction is in progress currently in sectors 37 C, 37D, 102, 102A, 103, 104, 105, 106, 107, 108, 109, 110, 110 A and 111.

Price Trends: Most residential projects were launched at ` 3,750 per sq ft and their current value is below ` 6,000 per sq ft. Prices in this market almost doubled in 2012-2014 but are now not expected to increase anytime soon. Some developers will time their delivery with the completion of the expressway.

Highway status to give push to projects in limbo

NH status to Gurgaon’s lifeline, Dwarka Expressway, will be much welcomed by buyers grappling with delayed possession.

Residential projects along the Dwarka Expressway in Gurgaon have had the ‘Work in Progress’ signboard for almost six years. Completion of the 18-km stretch has been primarily delayed due to land acquisition issues both in Gurgaon and Delhi. Projects along the Expressway are in various stages of construction - some almost complete, getting finishing touches; others still waiting for additional floors to be added.


Union transport minister Nitin Gadkari’s announcement this week to accord national highway status to Dwarka Expressway at the recently concluded Happening Haryana summit offers hope to thousands of home-buyers who have invested here and are awaiting possession of their homes. Haryana chief minister Manohar Lal Khattar has fixed June 2017 as the final deadline for the road.

So, how will a national highway status work for Dwarka Expressway? Experts say completion of the expressway will be speeded up as it will now be controlled by the National Highways Authority of India (NHAI). According to the Highways Act, after the transfer, Dwarka Expressway will come under a highway administrator appointed by the NHAI. Acquisition of land will also become quicker in Delhi and Gurgaon once Section 3(d) of the National Highways Act is notified. Disputes pertaining to compensation will also get resolved more quickly when a road is built by NHAI.

Another question that remains to be answered is whether ‘noise’ being made around granting national highway status to the 150-metre wide stretch will have an impact on property prices? Prashant Kaura, founder and executive director, Gen-Real Property Advisers Private Limited, says that the market is currently depressed. Once the patches that have been held up due to land acquisition issues are developed and the highway is complete on the Haryana side, there may be some activity in the market. Right now, the few sales that are happening are being settled at sub ` 6000 per sq ft.

Projects to benefit most from the NH status will be the ones along Khirki Duala to Palam Vihar area that comprise sectors 88, 89, 90, 102, 104 etc. Many developers are likely to time their completion and delivery with the completion of the expressway. These may be the first ones to witness an upside in prices (about 7% to 8%). What this means is that if the expressway gets completed by next year, around 10,000 units will be up for delivery along the stretch. Having said that, projects along the Delhi side (1.5 km stretch) may take much longer, at least two to three years more, adds Kaura.

Gadkari puts e-way bypass on fast track

A day after finance minister Arun Jaitley pressed for expediting construction of alternative routes between Delhi and Gurgaon to decongest the expressway , his Cabinet colleague Nitin Gadkari on Tuesday said a proposal to build a new six-lane bypass road, originating from the Delhi-Gurgaon border on NH-8 and terminating near the NSG campus on the highway in Manesar, would be expedited.

The National Highways Authority of India has planned a link between Ring Road (close to R K Puram) and MG Road in Gurgaon via Nelson Mandela Road. A junction has been proposed on MG Road where both the bypass for NH-8 and the new link from Ring Road will join, an official said.“The stretch between Ring Road and Nelson Mandela Road will be elevated,“ the official added.

Admitting that fixing chokepoints on NH-8 was a tough task, Gadkari said the bypass between Delhi - Gurgaon border and Manesar will help decongest traffic. “The chief minister has assured me of sharing 50% cost of land acquisition for this project. We will start work soon. When I say soon, I mean by this year-end,“ he said while speaking at the Happening Haryana summit.

The bypass has significance since nearly 75-80% traffic coming from Delhi get off the expressway in Gurgaon itself. This 28-30 km bypass will pass through areas that are getting more real estate projects and industrial units, and will also join the Gurgaon - Alwar Road. “Once this road comes up, it will work as an alternative and the traffic load on existing stretch between in Gurgaon will reduce,“ said an NHAI official. Junior defence minister Rao Inderjit Singh termed NH-8 a “tired highway“ and sought the government's quick intervention.

Gadkari also announced start of work in improving three junctions - Rajiv, Signature and IFFCO chowks by May 1. These crossings have become traffic nightmares.

Moreover, the highways minister announced the Dwarka Expressway would soon become a national highway following a request made by Haryana chief minister Manohar Lal Khattar.

Sources said Haryana wanted this since the project, which is at an advanced stage, is stuck due to non-availability of merely 1,400 meters on Delhi side. Once the Center takes it over, it will be easier to get the required land to complete the project.

National highway status for delayed Dwarka Expressway

FAST-TRACKED Gadkari accords N-H status to crucial road, move expected to speed up work on alternative link to Gurgaon.

Union transport minister Nitin Gadkari on Wednesday accorded ‘National Highway’ status to the much delayed 18-km Dwarka - Gurgaon Expressway project.

The expressway has been stuck in litigation for the last six years. After missing seven deadlines, Haryana chief minister fixed June 2017 as the final deadline for this road.

The decision to convert the crucial link as a national highway is expected to speed up its completion as it will now be controlled by the National Highways Authority of India (NHAI).

Gadkari made the announcement at the valedictory session of the Happening Haryana summit in Gurgaon on a request from CM Manohar Lal Khattar.

Additional chief secretary of Haryana P Raghavendra Rao had recently directed the Haryana Development Authority (HUDA) to open the 14-kilo meter stretch that is ready for use.

According to the Highway Act, after the transfer the Dwarka Expressway will be under a highway administrator appointed by the NHAI.

The road will also get dedicated funds for maintenance and re-carpeting unlike a state road. It will have to meet highway norms on parameters such as dimension, crust, central verge and lighting.

“Acquisition of land will become quicker in Delhi and Gurgaon once Section 3(d) of the National Highway Act is notified. This will ensure faster completion of this key road, which has remained stuck for the last six years”, said Ashok Sharma, project director, NHAI, Gurgaon.

Disputes related to compensation are also resolved more quickly when a road is being built by the NHAI.

It is likely that this road, which is 150 meters wide in Gurgaon and only 90 meters in Delhi, may get equal dimensions on both sides as the NHAI can invoke an emergency clause to acquire land.

The move will also come as a boost to the real estate projects along the expressway that are stuck because of lack of access.

Meanwhile, Delhi Gurgaon expressway concessionaire (MCEPL) apprehended a negative impact on its revenues after Gadkari announced national highway status to the Dwarka expressway. “We must be given compensation for expected loss of revenue,” said S Raghuman, CEO, MCEPL.
