Land acquisition for Dwarka Expressway's 1km stretch in Delhi to kick off

Unlike acquisition of land under the Land Acquisition Act, land acquired under the NHAI Act cannot be challenged in court

GURGAON: It will take National Highways Authority of India (NHAI) a month and a half to acquire 24.03 hectares of land in the Bijwasan and Bamnoli areas of the capital to construct the incomplete 1km portion of the Dwarka expressway in Delhi. The authority issued a notification under the NHAI Act to ensure the process is completed without any hassle.

Unlike acquisition of land under the Land Acquisition Act, land acquired under the NHAI Act cannot be challenged in court.

Of the 4km of Dwarka expressway that is incomplete, from Urban Extension Road II (UER-II) passing through Dwarka Sector 26 in Delhi till Sector 111 in Gurgaon, 3km is on Delhi Development Authority (DDA) land, while the remaining 1km, which is private land, has to be acquired by NHAI.

To build this road, NHAI will acquire 24.03 hectares in Bijwasan and Bamnoli.

“We have identified the land and hope to complete acquisition at the earliest,” said NHAI project director Ashok Sharma.

The proposed 150m-wide Dwarka-Palam Vihar link, also known as Northern Peripheral Road or Dwarka expressway, which connects Dwarka in Delhi and NH-8 in Gurgaon, was envisaged 10 years ago and was to be ready before the Commonwealth Games 2010. The 27km-long road — 18km in Gurgaon and 9km in Delhi — has already missed six deadlines.

The detailed project report for the Delhi portion of the expressway is being prepared by NHAI through consultant AECOM.

Delhi's Dwarka to get DDA penthouses

For the first time, the Delhi Development Authority has come up with a high-end housing scheme. The land owning agency has decided to construct penthouses, a first, and HIG (high income group) houses in Dwarka.

A total of 1,114 high-end dwelling units will be constructed. Of these, 14 will be penthouses coming with terrace gardens. The plan was approved by the DDA screening committee on June 25 along with another proposal to redevelop the Authority's own staff quarters.

"There is a growing demand for HIG houses in the capital. This is the first project in which a majority of the houses will belong to the HIG category. For the first time, DDA will construct penthouses with built-in terrace gardens," said a senior DDA official. The project will come up in Sector 19B in Dwarka. Sources say work on the project will start soon.

The HIG units will be 3BHK and the penthouses will have four bedrooms. Of the 1,114 dwelling units, 932 will be HIG, 168 HIG with servant quarters and 14 penthouses. There will be a total of 11 towers. Seven of them will have penthouses. There will be no housing unit on the ground floor which will be used for parking.

Till now, the land owning agency has been mainly constructing houses for MIG (middle income group), LIG (lower income group) and economically weaker sections (EWS). Very few houses have been constructed in the high-income group category. "This is the first project in which a majority of the houses belong to the high-income group category," said a senior official.

In addition to 1,114 HIG houses, there will also be 672 houses meant for economically weaker sections, said sources. The construction will be done following green building design concepts. The plan is to incorporate solar heaters, organic waste disposal and LED lighting in a bid to reduce burden on the environment.

The decision to redevelop DDA staff quarters in Rajendra Nagar and Mayur Vihar Phase-I is aimed at meeting the city's growing housing requirements. At present, the Authority has 2-3 storey 1-3 BHK flats. "These colonies are spread over an area of two hectares. The houses were constructed according to the 1962 master plan and have a very low floor area ratio (of 0.5 to 1). There is a major parking problem here. The sites are underutilized. Under the redevelopment plan, the housing capacity of the sites will be increased threefold," said an official.

The Delhi Development Authority will construct high-rises with local shopping centers and community facilities, clubs, sports facilities, swimming pools and gyms here. The projects will be taken up on Build-Operate-Transfer and turn-key basis, whichever is more feasible, said sources.

"The project at Mayur Vihar Ph-I will provide an unhindered view of the Yamuna biodiversity parks and Humayun's Tomb while the Rajendra Nagar project will overlook the Ridge," said an official.

Sources say some of the houses will be sold to the general public. But a final decision is yet to be taken in this regard. The Authority will also announce three major transit-oriented development projects on Friday, said sources.
