Land acquisition for Dwarka Expressway's 1km stretch in Delhi to kick off

Unlike acquisition of land under the Land Acquisition Act, land acquired under the NHAI Act cannot be challenged in court

GURGAON: It will take National Highways Authority of India (NHAI) a month and a half to acquire 24.03 hectares of land in the Bijwasan and Bamnoli areas of the capital to construct the incomplete 1km portion of the Dwarka expressway in Delhi. The authority issued a notification under the NHAI Act to ensure the process is completed without any hassle.

Unlike acquisition of land under the Land Acquisition Act, land acquired under the NHAI Act cannot be challenged in court.

Of the 4km of Dwarka expressway that is incomplete, from Urban Extension Road II (UER-II) passing through Dwarka Sector 26 in Delhi till Sector 111 in Gurgaon, 3km is on Delhi Development Authority (DDA) land, while the remaining 1km, which is private land, has to be acquired by NHAI.

To build this road, NHAI will acquire 24.03 hectares in Bijwasan and Bamnoli.

“We have identified the land and hope to complete acquisition at the earliest,” said NHAI project director Ashok Sharma.

The proposed 150m-wide Dwarka-Palam Vihar link, also known as Northern Peripheral Road or Dwarka expressway, which connects Dwarka in Delhi and NH-8 in Gurgaon, was envisaged 10 years ago and was to be ready before the Commonwealth Games 2010. The 27km-long road — 18km in Gurgaon and 9km in Delhi — has already missed six deadlines.

The detailed project report for the Delhi portion of the expressway is being prepared by NHAI through consultant AECOM.

Rural belt likely to transform into world-class sub-city

The implementation of the land pooling policy in seven zones of Delhi will not only create huge opportunities for home buyers but will also transform the rural belt into a world-class sub-city, say real estate experts.

These zones — J, K- (I&II), L, N, and P(I & II) — are located in the south, west and north Delhi.

Around 90 villages adjoining Najafgarh, National Highway 8, Najafgarh drain, Dwarka, Mehrauli Badarpur Road, GT Karnal highway, Alipur, and Burari are part of these seven zones.

At present, all these villages come under the rural belt of Delhi and their land is mainly used for agricultural purposes. Except for the vast expansion of agriculture land, there are Lal Dora areas (village clusters) where farmers reside.

Property dealers are of the view that the whole landscape will change as big townships, medium and small group housing projects, shopping centers, educational institutions, sports centers will be constructed on these agricultural lands.

“The whole area will be changed beyond imagination. For the first time, this policy will allow thousands of multi-story buildings of 20 to 30 floors to be constructed by private developers. At present, almost all highrise buildings, be it Dwarka or Mayur Vihar or any other area, have been constructed by co-operative group housing societies and so they have a conventional look. But once private developers come into the fray, home buyers can expect world-class architecture and amenities,” says Vimal Jindal, a property dealer in north Delhi.

Besides residential and commercial construction, the DDA also has big plans for the land pooling area. “We will try to develop world-class infrastructure in the area. We will appoint a project management consultant for the whole 20,000 hectares land which comes under the land pooling policy. The consultant will work to develop world class infrastructure to make this whole area into a smart sub city of Delhi,” says Balvinder Kumar, vice-chairman, DDA.
