Dwarka expressway: 23km stretch planned as elevated section
Elevated road will merge with surface road for entry and exit only; two tolls proposed of the total road length of 29km of the Northern Peripheral Road (NPR), which is crucial to decongesting the Gurgaon and New Delhi and offering hassle-free commute to long-distance travellers, the National Highways Authority of India (NHAI) plans to make 23km elevated.
“In addition to the two railway overbridges (ROBs) on the entire stretch from Shiv Murti on NH-48 to a spot near the Kherki Daula Toll, 23.12km of the road will be elevated. The elevated road will merge with the surface road for entry and exit purposes only. The purpose of the elevated road is to provide hassle-free commute to distant commuters,” said Udeep Singhal, NHAI project director for the NPR.
The NPR, which is more popularly known as the Dwarka Expressway, is crucial to offering high speed connectivity to commercial vehicles that form a large chunk of the traffic that is forced to cut through the Delhi city to access other states.
The expressway will start from Shiv Murti near Mahipalpur in New Delhi and end on the Delhi-Gurgaon Expressway near Kherki Daula Toll. Of the 29km stretch, nearly 23km would be elevated including two railway over bridges (RoBs), one of which has been constructed in Basai.
“The Delhi-Gurgaon Expressway on NH-48 is a part of the Delhi-Jaipur-Ahmedabad-Mumbai arm of Golden Quadrilateral (GQ) stretch, is presently carrying traffic of over 3 lakh passenger car units (PCUs) per day, which is much the beyond design capacity of this eight-lane highway leading to severe congestion. An alternate expressway will provide relief from this congestion,” an NHAI official close to the project said seeking anonymity.
The NHAI official said that the Expressway is also proposed to provide connectivity to IGI Airport from Dwarka. In addition, it would provide direct access via a tunnel to the upcoming 90-hectares ECC in Dwarka, Sector 25.
The official added that land is being acquired in Delhi to start construction of the Dwarka Expressway in April.
In 2007-08, the Haryana urban development authority (Huda) had conceived the NPR as an 18-km road as part of the master plan, ‘Gurgaon Manesar Urban Complex 2031’, while carving out new Sectors 81 to 115. The road was planned from New Palam Vihar near Delhi border to near Kherki Daula Toll.
The purpose of the NPR was to provide an alternate route to the Indira Gandhi International Airport and improve connectivity of Gurgaon and Delhi via Dwarka.
In 2011, Huda awarded construction tender to JSR Construction Pvt Ltd and Indiabulls Construction Limited with a completion time of March 31, 2012.
By 2015, the Huda completed 16.6km in Gurgaon, but the work never began in Delhi due to land acquisition issues. Remaining 1.4km stretch in Gurgaon also got stuck due to litigation.
In October 2016, the Haryana government handed over the NPR to the NHAI after which the authority re-conceived it as a 29-km elevated expressway.
“Hurdles are almost cleared and foundation stone for construction of the expressway is to be laid for sure. The expressway is an urgent requirement of the two cities to decongest NH-48 and improve intra-city connectivity. The perennial traffic jam Kherki Daula, Sirhaul, Rajokri flyover, Link Road, and Shivmurti, all will become smooth. The project has been delayed due to land litigation in New Palam Vihar. Now, litigation is at its end. Soon, Huda will hand over the land to NHAI,” said Union minister of state and Gurgaon MP Rao Inderjit Singh.
Chander Shekhar Khare, Huda (Gurgaon) administrator, said, “We have almost demolished all structures falling in alignment of the NPR in New Palam Vihar and we will handover the land soon to NHAI.”
Though the NHAI awarded the construction work to two contractors last week, many homebuyers who invested in sectors along the NPR, remain unsure.
“The NHAI official has told us repeatedly that encumbrance-free land is required to start construction. So till stay (from Punjab and Haryana high court) is in force, we do not believe work would start,” said Prakhar Sahay, a homebuyer.

Dwarka Expressway Gets National Highway Status
Dwarka Expressway’s wait has finally come to an end. The National Highway Authority of India (NHAI) has issued a notification which grants the national highway status to the 28 Km long Dwarka Expressway. The Dwarka Expressway starts from Delhi's Shiv Murti and ends at Kherki Daula in Gurugram. Union Minister Nitin Gadkari had made the announcement of giving this status to Dwarka Expressway a year ago.
When the road will reach completion it will become an alternate route between Delhi-Gurgaon, it is expected to reduce traffic significantly on the Delhi-Gurgaon expressway. NHAI has also specified the speed limit of 80kmph on the Dwarka Expressway. This is being seen as a move which will push the much-delayed project near completion.
Taking note of the request of Manohar Lal Khattar, Chief Minister of Haryana, during Global Investor Summit the Union Minister has announced to give NH status to the road. Ministry of Road Transport and Highway has given in-principal approval to Dwarka Expressway, now finally NHAI has issued a notification regarding this.
Developers are happy with this development. “We welcome the move as this will allow a positive drift in the momentum for Gurugram’s real estate market. NH status will boost infrastructure development of the area and likely to promote investment in new Gurugram,” said the director of Mapsko, Rahul Singla.
According to the NHAI’s notification the Dwarka Expressway which is 28 Km long starts from Shiv Murti in Delhi on NH-8 and passes from the parallel of Terminal-3 of Delhi Airport up to the junction of sector 25 and 26 in Dwarka, named as Barthal Chowk, from where it will take a left and go straight to Kharki Daula in Gurugram
An official of the NHAI said that the land acquisition process has been initiated in the villages of Bamnauli and Bijawan, with a total of 24 hectares of land which is needed to be acquired.
The horizontal alignment of the Dwarka Expressway is designed for a speed of about 80 Kmph. The main roadway is proposed to be of eight lanes with three-lane service road on either side. At the intersections, flyover has been proposed. It has been proposed to have four-lane underpasses so that in future the crossings and junctions do not face jams.

अब द्वारका एक्सप्रेसवे पर दौड़ेगी मेट्रो
द्वारका एक्सप्रेसवे (एनपीआर) को एनएचएआई को करेगा टेकओवर
छह लेन के एनपीआर को एनएचएआई रिडिजाइन कर बनाएगा 12 लेन

खेड़कीदौला से दिल्ली के द्वारका को कनेक्ट करने के लिए बन रहे द्वारका एक्सप्रेसवे (एनपीआर) से मेट्रो गुजरेगी। इसके लिए बाकायदा डिवाइडर से होते हुए मेट्रो चलाने की प्लानिंग है। डिवाइडर के अंदर ही मेट्रो के पिलर बनेंगे और दोनों साइड वाहन दौड़ेंगे। मेट्रो को इफ्को चौक, खेड़कीदौला या फिर मानेसर से कनेक्ट किया जाएगा। इसके अलावा एक्सप्रेसवे जल्द ही मोडिफाई किया जाएगा। अब एनएचएआई हूडा से इसे टेकओवर करने जा रहा है। एनएचएआई ने हूडा से संबंधित डिजाइन और ड्रॉइंग मांगे हैं। एनएचएआई इसे नए सिरे से मोडिफाई करने के डिजाइन तैयार करेगा। मोडिफिकेशन के तहत सड़क 12 लेन की होगी, जो अभी 6 लेन की है। सड़क पर ग्रीनरी का भी खास ख्याल रखा गया है।
90 मीटर NHAI के पास
एनपीआर की चौड़ाई करीब 150 मीटर है। वर्तमान में सड़क के अलावा यहां मास्टर सीवर, वॉटर समेत अन्य प्रकार की लाइनों व ग्रीन बेल्ट, सर्विस लेन के लिए भी स्पेस है। एनएचएआई इसे टेकओवर कर नए सिरे से डिजाइन करेगा। 150 मीटर में से बीच का 90 मीटर हिस्सा हूडा एनएचएआई को हैंडओवर करेगा। दोनों साइड में 60 मीटर हिस्सा हूडा के पास रहेगा। हूडा इस 60 मीटर हिस्से से एनपीआर के साथ लगते सेक्टरों के लिए वॉटर सप्लाई, सीवरेज समेत अन्य सभी प्रकार की सर्विसेज देगा।
6 लेन को NHAI बनाएगा 12 लेन
फिलहाल एनपीआर पर छह लेन की सड़क है। डिवाइडर के दोनों साइड वाहनों के लिए 3-3 लेन हैं। लेकिन जल्द ही यह 12 लेन का हो जाएगा। दिल्ली के द्वारका से खेड़कीदौला पर एनएच-8 तक यह 12 लेन का होगा। डिवाइडर के दोनों ओर 6-6 लेन डिवेलप की जाएंगी।
सेंट्रल वर्ज में बनेंगे मेट्रो पिलर
एनएचएआई की ओर से हूडा को भेजे गए प्रपोजल में बताया गया है कि एनपीआर के बीच में डिवाइडर से होते हुए मेट्रो जाएगी। डिवाइडर के अंदर ही मेट्रो के पिलर बनेंगे और दोनों साइड वाहन दौड़ेंगे। मेट्रो को दिल्ली द्वारका के स्टेशन से जोड़ा जाएगा। ज्यादा संभावना है कि एयरपोर्ट लाइन से मेट्रो को जोड़ा जा सकता है। मेट्रो को इफ्को चौक या खेड़कीदौला से आगे मानेसर तक जोड़ने का प्लान है। हालांकि इसका फैसला बाद में किया जाएगा।
हैंडओवर की प्रोसेस फाइनल
हूडा ने प्रोजेक्ट से जुड़े डिजाइन व ड्रॉइंग पिछले दिनों एनएचएआई के हवाले कर दिए थे। डिजाइन पर एनएचएआई ने कुछ सवाल उठाए हैं। हूडा से द्वारका एक्सप्रेसवे के साथ लगते गांवों को जा रही रोड और एक्सप्रेसवे के इंटरसेक्शन पॉइंट के संबंध में कुद सवाल पूछे गए हैं। हूडा ने हैंडओवर प्रोसेस लगभग पूरा कर लिया है।
बसई आरओबी का काम पूरा
सेक्टर 100 और 37डी क्रॉसिंग पर रेलवे ओवरब्रिज बनकर तैयार है। इसकी लागत पर करीब 150 करोड़ रुपये का खर्च आया है। मुख्यमंत्री मनोहर लाल जल्द ही इसका उद्घाटन करेंगे। बताया जा रहा है कि आरओबी की लंबाई करीब 1200 मीटर है।

18 किमी हिस्सा हरियाणा में पड़ता है।

दिल्ली का हाल
दिल्ली के एरिया में पड़ने वाले करीब 10 किलोमीटर हिस्से पर एसडीएम बसंत विहार व एसडीएम कापसहेड़ा ने जमीन अधिग्रहण का प्रोसेस शुरू किया हुआ है। जमीन अधिग्रहण की प्रक्रिया एनएचएआई एक्ट के तहत की जा रही है, ताकि इसे जल्द पूरा किया जा सके।
इनको होगा फायदा
इसके बनने के बाद से रोड के दोनों ओर डिवेलप हो रहे सैकड़ों रेजिडेंशल व कमर्शल प्रोजेक्ट को फायदा होगा। इसके अलावा खेड़कीदौला, गाड़ौली कलां, गाड़ौली खुर्द, हरसरू, बसई, धनकोट, खेड़की माजरा, दौलताबाद, न्यू पालम विहार, धनवापुर, बाबूपुर, सराय अलावर्दी, हयातपुर, बढ़ा, सिकंदरपुर, बामडौली, सेक्टर 9, 9ए, 10, 10 ए के अलावा आस-पास लगते सेक्टर्स को भी लाभ पहुंचेगा।

Land acquisition for Dwarka Expressway's 1km stretch in Delhi to kick off

Unlike acquisition of land under the Land Acquisition Act, land acquired under the NHAI Act cannot be challenged in court
GURGAON: It will take National Highways Authority of India (NHAI) a month and a half to acquire 24.03 hectares of land in the Bijwasan and Bamnoli areas of the capital to construct the incomplete 1km portion of the Dwarka expressway in Delhi. The authority issued a notification under the NHAI Act to ensure the process is completed without any hassle.
Unlike acquisition of land under the Land Acquisition Act, land acquired under the NHAI Act cannot be challenged in court.
Of the 4km of Dwarka expressway that is incomplete, from Urban Extension Road II (UER-II) passing through Dwarka Sector 26 in Delhi till Sector 111 in Gurgaon, 3km is on Delhi Development Authority (DDA) land, while the remaining 1km, which is private land, has to be acquired by NHAI.
To build this road, NHAI will acquire 24.03 hectares in Bijwasan and Bamnoli.
“We have identified the land and hope to complete acquisition at the earliest,” said NHAI project director Ashok Sharma.
The proposed 150m-wide Dwarka-Palam Vihar link, also known as Northern Peripheral Road or Dwarka expressway, which connects Dwarka in Delhi and NH-8 in Gurgaon, was envisaged 10 years ago and was to be ready before the Commonwealth Games 2010. The 27km-long road — 18km in Gurgaon and 9km in Delhi — has already missed six deadlines.
The detailed project report for the Delhi portion of the expressway is being prepared by NHAI through consultant AECOM.

Home buyers and investors move Punjab & Haryana High Court for early completion of Dwarka Expressway
NEW DELHI: Home buyers and investors in residential and commercial projects across Dwarka Expressway in Gurgaon have moved Punjab & Haryana High Court for early completion of the expressway.
DXP Welfare Association representing home buyers and investors from over 20 projects has filed the civil writ petition on February 16 against Haryana Urban Development Authority (HUDA), National Highways Authority of India (NHAI) and Department of Town & Country Planning (DTCP), Haryana.
The association has demanded the overall status of external development charges (EDC) and infrastructure development charges (IDC) collection from DTCP for the development of basic infrastructure like water, electricity, sewage system, etc, across Dwarka Expressway in the sectors of new Gurgaon such as Sector 37 and Sector 81 to 115.
“The major demand of association from HUDA and NHAI is time-bound completion plan under court monitoring panel for early completion of Dwarka Expressway Road which has been delayed by more than eight years,” Yashesh Yadav, president, DXP Welfare Association.
The court also issued notices in the matter to the Ministry of Road Transport & Highways, HUDA, NHAI and DTCP after hearing the submissions, according to Amish Tandan, the lawyer appearing on behalf of the association.
Dwarka Expressway or Northern Peripheral Road, proposed in 2009, was to be completed by March 31, 2012, but got delayed due to land acquisition issues. The 18-km long expressway has 14 km falling under Gurugram and remaining 4 km under Delhi.
HUDA had allotted 269 plots to expressway oustees through draw of lots between July and August last year, which included around 60 general power of attorney (GPA) and special power of attorney (SPA) holders from a pool of 465 applicants.
However, the Punjab and Haryana High Court in October stayed the issue of allotment letters to oustees, who did not have original title deeds in October, while hearing a petition filed by Satyendra Singh, one of the oustees. The court in November then sought all documents including the GPAs/SPAs on the basis of which allotment was made.
HUDA has now filed early petition in GPA, SPA case. NHAI on its part has started the land acquisition process to construct the incomplete portion of the Dwarka expressway in Delhi.
In March last year, union transport minister Nitin Gadkari had also accorded national highway status to the Dwarka Expressway stretch.

Parliamentary panel raises 'deep' concern over functioning of NHAI
Raising "deep" concerns over functioning of NHAI, a Parliamentary panel today said the highways regulator spent just 26 per cent of the allocated fund at a time when private players were withdrawing from road projects on equity crunch.
"The committee after scrutinising the information provided by the Ministry, expresses its deep concern over the functioning of National Highways Authority of India (NHAI) and the unsatisfactory progress of development of National Highways in the country, ," the Standing Committee on Transport, Tourism and Culture said.
NHAI was able to spend Rs 6,208 crore only out of Rs 23,691.8 crore allocated during 2014-15, it said in its report tabled in Parliament today.
"The Committee is dismayed to note that when the private players are withdrawing from National Highways projects due to non-availability of equity and loan to carry forward the projects, NHAI was able to spend just 26 per cent of the allocated fund," it said.
It said with this spending trend, "NHAI would not be in a position to achieve its target in the coming years."
Last week, Road Transport and Highways Minister Nitin Gadkari has said projects worth Rs 3.80 lakh crore were stuck for want of land, environment and forest clearances and railway over-bridges approval, when the NDA government had taken over last year.
The Committee said on account of difficulties faced in the award and implementation of project stretches, the government had to resort to engineering, procurement and construction (EPC) mode apart from public-private-partnership method.
"The Committee notes that out of 7980 km length of National Highways awarded during the last year, 700 km had gone on PPP mode and the rest were government-funded EPC projects," it said.
It expressed hope that NHAI will complete all the ongoing projects within the scheduled time for better National Highways connectivity across the length and breadth of the country.
